Hennig wrote as if he were looking back from 2050, telling the history:
Then it happened. After the political crisis in North America in 2039, a couple of U.S. states responded to the crisis by completely replacing their elected legislature with a citizens’ chamber.
First it was Oregon, and then the big one: California. Now, in 2050, some countries have followed suit. Among the early adopters were Belgium and The Netherlands in Europe.
…Slowly, politicians are becoming a thing of the past. They are now commonly seen as a bizarre historical artifact…
The Sortition Foundation is currently campaigning to change Parliament in the U.K. by replacing the House of Lords with a House of Citizens, whose members are selected by sortition. Whilst Hennig and his colleagues realize this is a longterm project, they know that modern democracies cannot continue to disappoint their citizens and survive. They must change.
